Pass. You don't have a long strong suit to bid.
And you can't double (either for penalty or for takeout). But if silly-you did double, your knowledgable partner would take you out of the double into her longest suit, and at the same time presume you had a singleton in Hearts.

This is a tricky one. Since you have the enemy suit, you can consider NT. But 3NT might be a bit of a stretch, considering that East might have as few as 10HCP. Partner might interpret 2NT as weak. And although you have 4 of them, your Spades are weak.
Since you wisely passed the the first time round, rather than doubling for all the wrong reasons, you can now "pass for penalties", converting the takeout double into a penalty bid, with a good chance of getting the vulnerable enemy down.
How wise you were to be patient, as well as sensible. And you didn't get your partner down...
