South must be weak, since he pre-empted straight to the limit of his fit, rather than bid our suit (his enemy's suit) of Spades. (The so-called "unassuming Cue bid, expressing support and strength).  And of course North cannot be very strong, not having doubled for takeout, and could also be weak, maybe as few as 8 HCP when bidding a one-level overcall and not vulnerable.
