None of these, provided you know about the "Negative double". You can't bid 2 of anything with only 9 points and a 4-card suit, especially Hearts which would promise 5+ cards (you've only got 4).
1NT is the usual dustbin to use, but you don't have a stopper in the enemy suit.
And a pass would be a porky-pie, denying 6+ points.
The negative double is the one for this. It allows you to tell your partner what you would have bid - if only the enemy hadn't interfered. Here, it shows 4+ cards in the highest-ranked unbid suit, Hearts in this case, which you would've bid at the one level - and for which you would've only needed 6 HCP, which you do easily have.

Your partner would have worked out you had a minimum 6HCP, or a Losing Trick Count of 9. Given that he's raised the bid to 3, he should hopefully have 16+ points including shape, or a LTC of 6. Now, given the suit fit, we've got 10 points including shape, and a LTC of 8.5 - but improving to 8 since the unsupported Queen is in partner's suit.
It all looks as if we have the power to go for game !
