Adding the length of your two longest suits comes to10 cards. Adding your points adds another 9. 19 altogether, not quite enough for the rule of 20. However: if you are in the third or fourth seat, and everyone else has passed, you can open, using the rule of 18.
Note: More advance players would in fact generally open with this hand in the first seat, because of the nice long 6-card heart suit with a couple of honours. Read about this in weak twos.
